1          Apologies

 

Apologies for non-attendance were received from Members Spark and Wright.

 

Moved Member Huffadine, seconded Member Abernethy

and resolved that the Garston Community Development Area Subcommittee accept the apologies of Members Spark and Wright.

 

2          Leave of absence

 

There were no requests for leave of absence.

 

3          Conflict of Interest

 

            There were no conflicts of interest declared.

 

4          Public Forum

There were no persons seeking speaking rights in Public Forum.

 

5          Extraordinary/Urgent Items

 

            Moved Member Naylor, seconded Member Abernethy

and resolved that the CDA subcommittee consider the following item as a matter of urgent business, in order that a decision can be made before the next ordinary meeting, subject to Section 46A of the Local Government Official Information and Meetings Act 1987.

            and resolved that the Minutes of Garston Community Development Area Subcommittee meeting held on the 8 June 2015 be confirmed.

7.1

Transfer of Action Items to InfoCouncil

Issues noted from the Action Sheet included;

Playground wooden surrounds

The Area Engineer advised that he is investigating concrete surrounds similar to the Mossburn playground to replace the wooden surrounds at the Garston playground.

Waste Collection Day

The subcommittee advised that they would like the clean-up day to be held on Labour Weekend, with an advertising flyer going to each property.

That the Garston Community Development Area Subcommittee:

a)         Receives the report titled “Transfer of Action Items to InfoCouncil” dated 1 June 2015.

b)         Determines that this matter or decision be recognised as significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)         Requests the Area Engineer to investigate concrete surrounds for the playground.

e)         Requests the Area Engineer organise the clean-up day for Garston to be held Labour Weekend with a flyer to be placed at each property to advertise the collection.

 

 

7.2

Works and Finance Report to Garston Community Development Area Subcommittee for the period ended 30 April 2015

Works and Finance report to Garston Community Development Area Subcommittee for the period ended 30 April 2015.

Issues noted by the subcommittee included;

·      Toilet upgrade; the toilets should be completed in June. The bore will not be      replaced but a new pump installed and new agreements with the stakeholders.       

·      The playcentre needs work to be done on the spouting; costs for this project      can be covered from the underspend monies in the playground budget.

 

The subcommittee requested that the Area Engineer organise new 50k signs for the Terrace in Garston township, and to relocate the “Share the Road” sign on Hwy 6 to the north side of the Nevis Road as it is blocking travellers vision.

That the Garston Community Development Area Subcommittee:

a)    Receives the report titled “Works and Finance Report to Garston Community Development Area Subcommittee for the period ended 30 April  2015” dated 08 June 2015.

 

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

7.3

Venture Southland Report to Garston CDA on Community Development Initiatives

Report by Julie Russell (Community Development Planner),Venture Southland entitled “Update on Community Initiatives”, was tabled.

Ms Russell advised the subcommittee of the local and regional initiatives, which included;

  • Around the Mountains Cycle Trail Kiosk
  • Garston Tree Planting Project
  • WW1 Commemoration: Banners and Flags
  • WW1 Commemoration: Keep the Home Fires Burning
  • Southland Digital Survey 2015

That the Garston Community Development Area Subcommittee:

a)         Receives the report titled “Venture Southland Report to Garston CDA on Community Development Initiatives ” dated 28 May 2015.

b)         Determines that this matter or decision be recognised as significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

    

 

 

 

 8.0      Updates

 

 8.1      Chairperson’s Report

 

The Chairperson, Pam Naylor, reported on matters with which she has been involved    since the subcommittee’s last meeting which included;

 

·         Clean up of conifer trees beside the toilets and Kiosk.

·         Member Huffadine has been pruning and cutting back the south side trees and shrubs beside the entrance to the cycle trail.

·         Members Wright and Abernethy have planted daffodil bulbs in the north end of the village green.

·         Member Huffadine has also been helping the contractors with the new toilets.

·         Appreciation expressed to Venture Southland staff and Council staff for their continued support.

 

 

 8.2      Councillor’s Report

 

            Councillor Douglas reported on matters from the District Council table. These included;

                  

·         Anzac Day celebrations

·         Rural Broadband meeting with Venture Southland

·         Te Anau Wastewater

·         Cycleway update

 

 

 Consideration of Urgent/Late items

 

 9.1

Freedom Camping- Supporting Information – Public Survey

Record No:         R/15/5/9859        

 

Report by M Sarfaiti (Environmental Health Manager) which gives the Subcommittee the opportunity to discuss freedom camping for an upcoming freedom camping review, was tabled.

The report stated it is expected that Council will be carrying out preliminary consultation before drafting a new Freedom Camping Bylaw 2015, by public survey.

Issues drawn to the attention of the Subcommittee included;

·                      Council will be carrying out preliminary discussions before drafting new Freedom Camping Bylaw 2015.

·                      A draft bylaw may be considered by Council on 5 August 2015, and if approved after a formal consultation process, would be in force in time for the start of the summer.

·                      One of the reasons for the review is to standardise with the NZ Motor Caravan Association model bylaw.

·                      Freedom Camping means camping in public places, as opposed to camping in a camping ground.

·                      Back country freedom camping cannot be regulated under Council’s Camping Control Bylaw.

 

·                      Councils can have different rules for self-contained camping (eg a motor caravan that has its own toilet, shower, and wastewater storage) and non self contained camping (eg a tent, car)

·                      Council can regulate freedom camping on Council controlled land by making a bylaw

·                      Currently in the Southland District, freedom camping is generally permitted except in sensitive areas in townships, and also has designated camping sites at Nightcaps, Mandeville, Dunsdale, Otautau, Thornbury, Orepuki, Colac Bay, Fortrose, Haldane, and Waikawa.

·                      Camping is currently permitted on Council controlled land in Garston.

 

At this point  a survey entitled “Freedom Camping Review - Preliminary Consultation” was tabled. It was noted the survey contained 24 issues to respond to and that the survey closing date is 6 July 2015.

The subcommittee agreed to discuss Freedom Camping for the Garston township and complete one survey and return same to the Area Officer by Friday 19 June 2015 after an informal discussion is held and forwarded onto the Environment Health Manager. It was also agreed the summary of the responses to the survey will form the basis of the subcommittee’s submission to the freedom camping review.

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)         Agrees to complete one survey entitled “Freedom Camping Review – Preliminary Consultation” and submit the CDA responses to the survey to the Area Officer no later than 19 June 2015, following which a summary will be prepared and used as a submission to the freedom camping review.
