7.1

Transfer of Action Items to InfoCouncil

Record No:         R/15/6/10853

The Action Sheet was circulated for Members information.

Issues arising included the following;

·         The proposed public toilet to be situated in the Dipton Township is in the draft LTP for 2015/2016 year.

·         The footpath and general reserve accounts have been combined.

·         A photographic record of the Myer plot at the Dipton Cemetery with a missing plaque shall be taken and filed with cemetery records.

That the Dipton Community Development Area Subcommittee:

a)    Receives the report titled “Transfer of Action Items to InfoCouncil” dated 22 June 2015.

 

b)         Determines that this matter or decision be recognised as significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

 

7.2

Works and Finance Report to Dipton Community Development Area Subcommittee for the period ended 31 May 2015

Record No:         R/15/6/9978

The Works and Finance Report prepared by the Area Engineer, Mr Leighton Hare, for the period ending 31 May 2015, was tabled.

Issues reported to the Subcommittee included;

·         The Playground budget is under budget due to Southroads utilising contractor staff passing through Dipton, also when doing the rubbish collection.

·         Member Russell has constructed a roadside vehicle parking area for visitors to the Limestone Cliffs with Southland District Council supplying the gravel.

·         All the roads programmed for reseal within the Dipton CDA boundary area have been completed.

·         Remedial works along streams adjacent to Lang and McDonald Roads have been completed to prevent damage to the roads.

7.3

Extraordinary Vacancy - Dipton CDA

Record No:         R/15/6/10858

Report by Mrs Rose Knowles (Area Officer), outlining the procedure to the filling of the extraordinary vacancy on the subcommittee created by the resignation of Mr K Jukes, was tabled.

The Chairman Member Smith approached Mr Harris to fill the extraordinary vacancy on the subcommittee due to him previously being on the subcommittee.

The subcommittee supported the nomination of Mr Adrian Harris to fill the vacancy.

 

 

 

Resolution

That the Dipton Community Development Area Subcommittee:

a)         Receives the report titled “Extraordinary Vacancy - Dipton CDA” dated 24 June 2015.

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)         Noted that Council is requested to confirm the recommendation of the subcommittee that Mr Adrian Harris be appointed to fill the vacancy on the subCommittee, effective from 5 August 2015.  

 

7.4

Freedom Camping

Record No:         R/15/6/9803

Report by M Sarfaiti (Environment Health Manager) which gives the subcommittee the opportunity to discuss freedom camping for an upcoming freedom camping review, and also to discuss Dipton becoming a New Zealand Motor Caravan “motorhome friendly town”, was tabled.

Mr Sarfaiti stated it is expected that Council will be carrying out preliminary consultation before drafting a new Freedom Camping Bylaw 2015.

Mr Sarfaiti added the subcommittee is invited to discuss freedom camping in light of this review and also motorhome friendly town status and to provide feedback to Council.

Issues drawn to the attention of the subcommittee included;

·         Council will be carrying out preliminary discussions before drafting new Freedom Camping Bylaw 2015.

·         A draft bylaw may be considered by Council on 5 August 2015, and if approved after a formal consultation process, would be in force in time for the start of the summer.

·         One of the reasons for the review is to standardise with the NZ Motor Caravan Association model bylaw.

·         Freedom Camping means camping in public places.

·         Back country freedom camping cannot be regulated under Council’s Camping Control Bylaw.

·         Councils can have different rules for self-contained camping (eg a motor caravan that has its own toilet, shower, and wastewater storage) and non-self-contained camping (eg a tent, car).

·         Council can regulate freedom camping on Council controlled land by making a bylaw.

·         Currently in the Southland District, freedom camping is generally permitted except in sensitive areas in townships, and also has designated camping sites at Nightcaps, Mandeville, Dunsdale, Otautau, Thornbury, Orepuki, Colac Bay, Fortrose, Haldane and Waikawa.

·         Communities such as Winton, Riverton and Otautau have expressed interest in being designated as motorhome friendly towns by NZMA. The NZMCA has advised that for SDC towns to achieve motorhome friendly status, Council will need to resolve NZMCA concerns with the current SDC bylaw.

 

At this point Mr Sarfaiti circulated a survey entitled “Freedom Camping Review – Preliminary Consultation”. It was noted the survey contained 24 issues to respond to and that the survey closing date is 6 July 2015.

 

The subcommittee discussed freedom camping in the Dipton township and agreed to self-contained camping only in the parking area, in the centre of Dipton Township.

 

Recommendation

That the Dipton Community Development Area Subcommittee:

a)         Receives the report titled “Freedom Camping” dated 8 June 2015.

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)         Agrees that this subcommittee designate self-contained camping in the parking area, in the centre of the Dipton Township.

    

8.0     Updates

 

8.1     Chairman’s Report

 

The Chairman, Mike Smith, reported on matters with which he has been involved since the subcommittee’s last meeting which included;

 

·         Flooding issues with the Area Engineer

·         Forestry operations and roading issues

·         Dipton Toilet

·         Monitoring water ways with Environment Southland

·         Health and Safety workshop

8.2     Dipton Hall Report

 

          Member Melvin advised the meeting that quotes are being sort for the upgrade of the hallway and bathroom at the hall.

 

 

8.3     Venture Southland Report

 

          Mrs Tina Harvey (Development Planner, Venture Southland) gave a brief background on herself and informed the meeting that she is available to help with funding for projects.

 

 

 8.3    Councillors Report

 

Councillor Bailey reported on matters from the Council table which included the   following;

 

·         LTP submissions

·         Subsidy reduction for roading

·         District Rate increase 2.91%

·         Anzac Celebrations
