Apologies for non-attendance were lodged by Councillor Douglas and Member Macdonald.

and  resolved that the Mossburn Community Development Area Subcommittee accept the apologies of Councillor Douglas and Member L Hellewell.

That the minutes of Mossburn Community Development Area Subcommittee, Ordinary meeting held on 13 March 2015 be confirmed.

 

 

Reports

 

 

7.1

Works and Finance Report to Mossburn Community Development Area Subcommittee for the period ended 31 May 2015

Record No:         R/15/7/11369

The Works and Finance Report prepared by the Area Engineer, Mr Bruce Miller, for the period ending 31 May 2015, was tabled.

Issues reported to the subcommittee included;

·         The footpath along the recreation reserve has been held up due to the weather.

·         The playground concrete surrounds project should be completed by the end of July.

·         The cost of the toilet rebuild, including the car park and gardens came to $149,409.15; the budget for this project was $165,000.

 

·         The beautification of the area around the toilet car park will be complete by the Mossburn Lions Club, with the plants being supplied by Fiordland Nurseries.

·         The picnic table has been installed at the cemetery.

·         The inorganic pick up has been held back until spring; this falls into a new policy that allows the pickup of old televisions.

·         Investigating installing extra bins or a mini skip at the public toilets to cover the extra rubbish that is being left there. Payment costs for this service still to be decided on.

 

The subcommittee requested the Area Engineer investigate the location of the street    litter bins in the township and install additional and new bins where required. Costs for this project to be from reserves.

That the Mossburn Community Development Area Subcommittee:

a)         Receives the report titled “Works and Finance Report to Mossburn Community Development Area Subcommittee for the period ended 31 May 2015” dated 7 July 2015.

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)         Requests the Area Engineer to investigate the location of the street litter bins and install additional and new bins where required with costs for this project to be from Reserves.

 

 

7.2

Mossburn Forestry Blocks

Record No:         R/15/3/4308

Report by Colin Pemberton, Property Asset Management Officer, outlining the arrangements for the trees planted on the three woodlots located close to Mossburn on Council land, was tabled.

The subcommittee noted the ownership and arrangements for the following forestry blocks in the Mossburn area are;

 1521 Mossburn-Lumsden Highway - The Old Dump/Refuse Site (Section 521, Block I, Taringatura Survey District. Area = 4.3216 ha)

 

 The subcommittee noted the Mossburn Lions Club is responsible for all costs associated with maintaining and extraction of the trees and it retains all sale proceeds for this block.

 

 

 

 

20 Cemetery Road - Mossburn Cemetery (Section 12, Block III, Mossburn Survey District. Area = 4.4514 ha)

 

The subcommittee was informed ownership of trees is with the Southland District Council through the Mossburn CDA subcommittee. As this property is locally funded, all expenditure, liability for the trees rest with the subcommittee and any revenue from the trees are credited to the subcommittee.

 

3475 Wreys Bush - Mossburn Road (Cemetery Road and Wreys Bush Mossburn Road)(Section 4, Block III, Centre Hill Survey District. Area = 5.1850 ha)

 

The subcommittee noted A lease between the former Wallace County Council and Mossburn Community Facilities Incorporated for 33 years expires on 30 November 2021.

All profits generated are to be used on the improvement and development of the Mossburn Recreation Reserve.

 

The subcommittee requested that a meeting of representatives of the CDA, Mossburn Community Facilities Inc and Council staff be called to discuss the contractual arrangements for the forestry block at 20 Cemetery Road and 3475 Wreys Bush/Mossburn Road.

That the Mossburn Community Development Area Subcommittee:

a)         Receives the report titled “Mossburn Forestry Blocks” dated 14 July 2015.

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

d)         Receives the information on the three Mossburn Forestry Blocks.

e)         Requests that a meeting of representatives of the CDA, Mossburn Community Facilities Inc and Council staff be called to discuss the contractual arrangements relating to the property at 3475 Wreys Bush - Mossburn Road and 20 Cemetery Road – Mossburn Cemetery.

Venture Southland Report to Mossburn CDA on Community Development Initiatives

Report by Julie Russell (Community Development Planner),Venture Southland entitled “Update on Community Initiatives”, was tabled.

Ms Russell advised the subcommittee of the local and regional initiatives, which included;

  • WWI Memorial Tree Avenue Seat
  • Mossburn Hall Floor upgrade
  • Mossburn Plunket
  • Around the Mountains Cycle Trail
  • WW1 Commemoration: Banners and Flags
  • WW1 Commemoration: Keep the Home Fires Burning

·         Southland Digital Survey 2015

 

 

 

Resolution

That the Mossburn Community Development Area Subcommittee:
