4          Public Forum

 

Moved Member Rhodes, seconded Member Napper and resolved:

That the Woodlands Community Development Area Subcommittee go into public forum to allow members of the public to speak.

 

            Robyn Guyton and Carol Coard – South Coast Environment Society

 

Mrs Guyton addressed the meeting advising of a new initiative being undertaken by the Society the first of its type in New Zealand. Mrs Guyton explained the project incorporates a network of heritage orchard parks throughout Southland that the province will benefit from and be proud of in years to come.

 

Mrs Guyton advised that following many years of work and research the Society have visited over 100 of the oldest orchard remnants of 19th century and early 20th century orchards in Southland and now have 600 grafted trees growing in a nursery situation ready for transplanting back into the communities from which they came.

 

The meeting was advised that the Society are seeking assistance from Council through Community Boards and Community Development Area Subcommittee’s to assist the Society in locating permanent homes for the tree varieties of which will be planted in the original family orchard sets.

 

Mrs Guyton advised the trees will be permanently labelled with brass or etched wood numbers/names with information to be published in an informative booklet with photos and stories of the orchards, the settlers and trees that are planted.

 

Mrs Guyton confirmed that the Society is prepared to donate the trees if the communities are prepared to maintain them and retain their history.

 

The Chair commented that it would be good for school children to become involved with this project.

 

Members queried if the trees could be planted on roadsides, Mrs Guyton felt a park is the better option with better protection for the trees.

 

Members proceeded to discuss the suitability of a piece of land on William Street within the township area.

 

The Chair expressed appreciation to the presenters for their attendance at the meeting.

 

Following discussion on the presentation the meeting agreed further information is required on suitable orchard sites within the township and historical information relating to Woodlands.

That the Woodlands Community Development Area Subcommittee moves out of public forum.

7.1

Action Sheet - Woodlands Community Development Area Subcommittee

The Action Sheet from the subcommittee’s previous meetings was circulated for Members information.

 

There were no issues of note arising from the action sheet.

7.2

Works and Finance Report to Woodlands Community Development Area Subcommittee for the period ended 31 January 2016

Record No:         R/16/2/2479

 

The Works and Finance report for the period ended 31 January 2016, was tabled.

 

Issues reported to the subcommittee by the Community Engineer included;

 

Septic Tank cleaning

Programmed septic tank cleaning has been completed for this financial year.  A check has been made that all properties rated for this service received the cleaning service.

 

Cemetery work progress

Taskforce have been employed to install the bases and construct the shelter as well as installing the new “Woodlands Cemetery” sign.

 

Taskforce have completed the spraying weed-eating and woodchip tidy up.

 

The stump grinding was completed by AWL Tree Services.

 

The seats will be installed once the base/shelter is in place. 

 

The area directly in front of the barked gardens needs levelled prior to Delta mowing as it is too rough in the present state.

 

The cemetery information panel is being replaced/repaired by Creation signs and Graphics.

 

New cemetery beam is scheduled in the LTP for 2016/2017.

 

A cemetery opening is tentatively set for early April (subject to availability of dignitaries). It was agreed the Chair liaise with the Communications Manager to arrange a suitable date.

 

Stormwater

Quotes are to be obtained for the stormwater upgrade in Woodlands to ensure work is undertaken within the available budget.  It is anticipated work will commence in March.

 

Tree trimming

Tree trimming work and garden maintenance to be undertaken by Taskforce to be funded from the beautification budget ($2,500.00). 

 

Underpass

It was reported that Peter Robinson of NZTA had commented that in regards to a proposed underpass to link the north and south sides of Woodlands is that the applicant normally funds the entire project. The subcommittee requested the Community Engineer arrange an onsite meeting with Mr Robinson when he is next in Invercargill to further discuss this project.

 

Walking Track

The total cost of the walking track to be situated along the Woodlands Morton Mains Road is $75,000. The subcommittee has $39,000 available through reserves and grants for this project which includes a contribution from ward reserves of $20,000. This leaves a balance required to raise of $16,000.

 

The subcommittee reconfirmed its support to the proposed walking track project and requested Venture Southland staff lodge applications with appropriate funding agencies to assist in the shortfall that is required for this project and that the Community Engineer make an approach to DOC to gauge any interest of investment in the project.

 

Street Sweeper

The street sweeper is programmed for township kerb and channel cleaning in late March.

 

Sump Cleaning

The Community Engineer confirmed Clean Ways undertake sump cleaning in the township on an annual basis.

 

Chip Dump

The existing chip dump on the North side of the rail track (Woodlands South Road) has been left in a poor state by those utilising it in the past.

 

The chip has been pushed up into the garden and piles left which are now covered in grass.

The Community Engineer advised an approach has been made to Downer and Fulton Hogan to contribute towards the clean-up of this area and removal of the left-over piles.

 

ANZAC Banners

The Community Engineer to ascertain if the existing banners are in a suitable state to be hung prior to ANZAC Day. The light situated at the memorial is to be repaired.

Mrs Harvey, Community Development Planner, introduced herself to the meeting and provided an update on staff changes within the Venture Southland Community Development Team.

The Committee Advisor reported the next meeting of the Woodlands Community Development Area Subcommittee is scheduled for Monday, 3 October 2016 at the Woodlands Primary School commencing at 7.30pm.
