The Chair, Member Adams declared a conflict of interest in regards to the Tertiary Application lodged by Nicole Adams and took no part in discussions or voting on this matter.

6             Confirmation of Minutes

 

Resolution

Moved Member Dixon, seconded Member Mather  and resolved:

That the minutes of Ohai Railway Fund Subcommittee meeting held on 10 November 2017 be confirmed as a true and correct record of that meeting.

7.1

Financial Report to 31 March 2018

Record No: R/18/4/7499

 

Community Partnership Leader, Kelly Tagg presented the report.

 

Mrs Tagg advised the report provides a summary of the Ohai Railway Fund’s financial position as at 31 March 2018.

 

Mrs Tagg advised funds available to be allocated is forecast to be $47,805 for the remainder of the year to 30 June 2018.

 

Mrs Tagg advised if grants and expenditure are incurred as budgeted this year, the forecast reserve fund at 30 June 2018 would be approximately $1,889,049 (30 June 2017 actual $1,860,838.)

 

 

Resolution

Moved Councillor Perham, seconded Councillor Baird  and resolved:

That the Ohai Railway Fund Subcommittee:

a)            Receives the report titled “Financial Report to 31 March 2018” dated 20 April 2018.

 

 

7.2

Tertiary Application Summary

Record No: R/18/4/8984

 

Committee Advisor, Alyson Hamilton presented the report.

Mrs Hamilton advised applications from six individuals seeking a grant to assist with tertiary study have been lodged.

The Chair, Member Adams declared an interest on the application relating to Nicole Adams and withdrew from the table at this point and left the room.

Deputy Chair, Member Mather assumed the chair.

The application for an educational grant relating to Nicole Adams was considered at this point.

At the conclusion of discussion on the item Chairperson Adams resumed the chair.

Applications for the remaining five individuals seeking educational grants were considered at this point.

 

 

 

Resolution

Moved Member Dixon, seconded Member Reed  and resolved:

That the Ohai Railway Fund Subcommittee:

a)            Receives the report titled “Tertiary Application Summary” dated 19 April 2018.

 

b)           Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

 

c)            Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

d)           Agrees to allocate the following grants subject to receipts for course fees being produced by applicants prior to the funds being released.

That the Ohai Railway Fund Subcommittee:

e)          Agrees to allocate the following grant subject to receipts for course fees being produced by the applicant prior to the funds being released.

Moved Member Dixon, seconded Member Mather and resolved:

That the Ohai Railway Fund Subcommittee:

f)            Agrees that the application from Rebecca Harris be declined due the applicant not meeting the criteria of the Fund i.e. not residing in the defined area for the relevant nine year period.

g)           Recommends the applicant reapply to the Fund next year (2019).

 

 

 

7.3

Organisation Application Summary

Record No: R/18/4/8987

 

Committee Advisor, Alyson Hamilton presented the report

Mrs Hamilton advised applications from two organisations have been lodged, these being the Takitimu Community Development Committee and the Takitimu District Pool who are seeking grants to assist with community projects and requests the subcommittee consider the applications and direct accordingly.

Moved Cr Harpur, seconded Member Dixon  and resolved:

That the Ohai Railway Fund Subcommittee:

a)            Receives the report titled “Organisation Application Summary” dated 19 April 2018.

 

b)           Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)            Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

d)           Approves a grant of $5,000 to the Takitimu Community Development Committee to assist with the costs associated with the replacement of the roof at the community workers office in Ohai.

 

e)            Approves a grant of $7,200 to the Takitimu District Pool to assist with the costs associated with repair work to be undertaken to the coal fire boiler, grate and firebox.

 

 

7.4

Grants schedule

Committee Advisor Mrs Hamilton presented the report.

 

Mrs Hamilton advised the purpose of the report is to provide an alphabetical schedule of Ohai Railway Fund grant monies allocated since October 1993 for Members’ information.

That the Ohai Railway Fund Subcommittee:

a)            Receives the report titled “Grants schedule” dated 19 April 2018.
