Moved Member Brammer, seconded Member Calder  and resolved:

That the minutes of Orepuki Community Development Area Subcommittee meeting held on 6 March 2018 be confirmed as a true and correct record of that meeting.






Council Report

Community Partnerships Leader (Simon Moran) presented this item.

Mr Moran advised the purpose of the report is to provide an overview of key issues across the Southland District, as well as high level local issues from various Council units.


Mr Moran informed the report highlighted various issues of interest including:


§  Water issues

§  Land Transport Government Policy Statement - Roading GPS

§  Auditor General Local Government Report

§  Freedom Camping update

§  Southland Regional Development

§  Kótui Library Management System

§  Te Anau Wastewater Discharge Project

§  Operations and Community Services

§  Community Futures Research and Analysis Work Programme - research and analysis work and initial topics for considerations

§  Representation Review update - submissions close 6 June 2018

The Chair raised the issue of the Orepuki township local rate suggesting it is timely for the boundary area of the township to be reviewed prior to the effect of the representation review on CDA’s.  Mr Moran advised suggested this issue be revisited on 11 July 2018 following Council decision on the representation review.


§  Community Organisation and Volunteer Sector Shared Services Pilots

§  Dog Control - extensive work has been carried out to update systems for dog registration


§  School Bus Turnaround and Shelter

Mr Moran advised Aparima College has changed its preferred turning place for a pick-up area for students to the intersection of Dillon Road and Pahia Wakapatu Road as the college felt it was safer than turning at the state highway intersection.


Mr Moran added an application is being made to Total Span to investigate shed options.  An onsite meeting is to be undertaken with Council staff in due course.


§  Township signage

Mr Moran presented a draft standard signage approved by Council Communications staff which is intended to standardise signage around the Southland District Council.


Members queried where the Orepuki signage is at as the draft signage has been approved by the subcommittee.   Mr Moran to follow-up with staff on the Orepuki signage.

Chairperson's Report


The Chair, Member McGrath reported on activities with which he has been involved since the Subcommittee’s last meeting.  This included the following:

§  advice of letter of support forwarded to the Tourism Infrastructure Fund Application for the Monkey Island toilets and parking


§  advice of an approach from the Tuatapere Community Response Group seeking input to complete an Emergency Management detailed contact group.




Councillor's Report


Councillor Harpur reported on issues from the Council table which included:


§  update on representation review - Councillor Harpur encouraged members to make individual submission by the due date Wednesday, 6 June 2018


§  advice of proposed changes to acquiring firearms Licences


§  advice of reduced funding for the Tuatapere Community Worker


§  advise of presentation to Council from the Rural Connectivity Group – Caitlin Metz (Engagement Manager) regarding mobile blackspots and broadband connectivity in the Southland area.
