5             Extraordinary/Urgent Items

To consider, and if thought fit, to pass a resolution to permit the committee to consider any further items which do not appear on the Agenda of this meeting and/or the meeting to be held with the public excluded.

Such resolution is required to be made pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, and the Chairperson must advise:

(i)            the reason why the item was not on the Agenda, and

(ii)          the reason why the discussion of this item cannot be delayed until a subsequent meeting.

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

“Where an item is not on the agenda for a meeting,-

(a)           that item may be discussed at that meeting if-

(i)            that item is a minor matter relating to the general business of the local authority; and

(ii)           the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

(b)          no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

  Decision                                        Recommendation                                  Information





1        The purpose of this report is for the Waiau/Aparima Ward Committee to consider applications from three organisations seeking grants to assist with community projects and it is requested the Committee consider the applications.

2        The applications to be considered include the following:

1)   Otautau RSA

2)   Drummond Community Pool

3)   Monowai turn-off Interpretation Panel



Otautau RSA

3        The Otautau RSA wishes to apply for retrospective funding in the amount of $500 to assist with costs toward the recent Armistice Day commemoration service.

4        The funding is required to assist with the cost of catering following the service.

5        An application was lodged with Community Trust of Southland for $650 in the September 2018 round and the RSA are awaiting confirmation.

6        The total project cost was $1,850 which was covered by the Otautau RSA.

Drummond Community Pool

7        The Drummond Community Pool Committee wishes to apply for funding in the amount of $5,000 to assist with maintenance work to the pool.

8        The funding is required to assist towards costs associated with replacing the community pool heating system, roof and wall cladding.

9        An application has been lodged with the Southland District Council Communities Initiatives Fund for $5,000.

10      The total project cost is $70,000 with the contribution from the Drummond Community Pool Committee being $26,000.

Monowai turn-off Interpretation Kiosk

11      Councillor Harpur has requested $700 from the Waiau/Aparima Ward fund to complete a project commenced by a previous Tuatapere Community Board to upgrade a visitor information kiosk situated at the Monowai turn-off.

12      The funding is required to complete the map to be attached to the kiosk.




That the Waiau/Aparima Ward Committee:

a)            Receives the report titled “Funding Request” dated 28 November 2018.


b)           Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.


c)            Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.


d)           Agrees to allocate $500 from the 2018/2019 Waiau Aparima Ward general projects budget for the Otautau Returned Services Association to assist with costs towards the recent Armistice Day Commemoration Service in Otautau.


e)            Agrees to allocate $5,000 from the 2018/2019 Waiau Aparima Ward general projects budget for the Drummond Community Pool to assist with maintenance work to the pool.


f)             Agrees to allocate up to $700 from the 2018/2019 Waiau Aparima Ward general projects budget for the completion of the Borland Information Kiosk situated at the Monowai turnoff.
