Appointment of Chairperson

 

Moved Cr Frazer, seconded Cr Paterson and resolved:

That the Winton Wallacetown Ward Committee appoint Councillor Macpherson as Chairperson for this meeting.

That the Winton Wallacetown Ward Committee accept the apology.

Moved Cr Paterson, seconded Cr Frazer  and resolved:

That the Winton Wallacetown Ward Committee confirms the minutes of the meeting held on 1 November 2018 as a true and correct record of that meeting.

7.1

Application for funding for two Community talks by Dr Tom Mulholland

Record No: R/18/12/27835

 

People and Capability Manager, Janet Ellis and Management Accountant, Susan McNamara were in attendance for this item.

 

Mrs Ellis advised the purpose of this report is for the Winton Wallacetown Ward Committee to approve a contribution of $2,500 for the costs of the Community talks by Dr Tom Mulholland on Healthy Thinking, depression and anxiety in Winton on 12 December 2018.

 

 

 

Resolution

Moved Cr Frazer, seconded Cr Macpherson  recommendations a to c, d with changes (as indicated with a strikethrough and underline)and resolved:

That the Winton Wallacetown Ward Committee:

a)                  Receives the report titled “Application for funding for two Community talks by Dr Tom Mulholland” dated 6 December 2018.

 

b)                 Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

 

c)                  Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)                 Approves a contribution of $2,500 to the costs unbudgeted expenditure of $2,500 (excl GST) for the Community events by Dr Tom Mulholland in Winton on 12 December 2018 to be funded from the Winton Wallacetown ward reserve.

Application for funding for Pool Cover Wallacetown School

Record No: R/18/12/27692

 

Management Accountant, Susan McNamara and Community Partnership Leader, Karen Purdue were in attendance for this item.

Mrs McNamara advised the purpose of this report is for the Winton Wallacetown Ward Committee to approve a grant for the Wallacetown School to assist with the purchase of a pool cover for the swimming pool.

 

 

 

Resolution

Moved Cr Paterson, seconded Cr Frazer  recommendations a to c, d with changes (as indicated with a strikethrough and underline) and resolved:

That the Winton Wallacetown Ward Committee:

a)               Receives the report titled “Application for funding for Pool Cover Wallacetown School” dated 11 December 2018.

 

b)               Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

 

c)                Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

d)               Approves a grant in the amount of $2,000 to the Wallacetown School to assist with the purchase of a pool cover for the school swimming pool from the Winton Wallacetown Ward Reserves to be funded from Councillor Macpherson’s share of general projects budget 2018/2019.

 

 

7.3

Allocation of Funds for the Browns Stormwater Investigation Work

Management Accountant, Susan McNamara was in attendance for this item.

Mrs McNamara advised the purpose of this report is to seek a decision from the Winton Wallacetown Ward Committee for allocation of funds for the Browns stormwater investigation work of $718.30, (excl GST), to be funded from the 2018/2019 Ward general projects budget.

Moved Cr Frazer, seconded Cr Paterson  recommendations a to c, d with changes (as indicated with a strikethrough and underline) and resolved:

That the Winton Wallacetown Ward Committee:

a)             Receives the report titled “Allocation of Funds for the Browns Stormwater Investigation Work” dated 11 December 2018.

 

b)            Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

 

c)             Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

d)            Agrees to allocate $718.30 (excl GST) for the Browns stormwater investigation work to be funded from the 2018/2019 Ward general projects budget Councillor Frazer’s share of the general projects budget 2018/2019.
