1             Apologies

 

An apology was received from Chairperson Bekhuis.

 

Moved Member Johnston, seconded Member Joyce and resolved:

That the Otautau Community Board accept the apology.

 

 

2             Leave of absence

 

There were no requests for leave of absence.

 

 

3             Conflict of Interest

 

There were no conflicts of interest declared.

 

 

4             Public Forum

 

Bobbie Brown from Venture Southland addressed the meeting in regards options in attracting tourists/visitors to the Otautau area going forward.  Items discussed included:

 

·                     Planning for Southland tourism growth

·                     Southland Murihiku Destination Strategy 2018-2028

·                     International visitor levy

·                     Southland Story

·                     Dark Sky Sanctuary for Stewart Island

 

Deputy Chair Peter Gutsell thanked Mrs Brown for her attendance and invited her to attend the next Otautau Promotions meeting.

 

5             Extraordinary/Urgent Items

 

Resolution

Moved Member Cowie, seconded Member Marshall  and resolved:

That the Otautau Community Board consider the following item as a matter of urgent business in order that a decision can be made before the next ordinary meeting, subject to Section 46A of the Local Government Official Information and Meetings Act 1987

Item 1:  Nomination for Southland District Council Community Services Award (Public Excluded Item).

Resolution

Moved Member Johnston, seconded Member Joyce and resolved:

That the minutes of Otautau Community Board meeting held on 13 December 2018 be confirmed as a true and correct record of that meeting.

7.1

Council Report

Record No: R/19/1/557

 

Councillor Baird and Community Partnership Leader, Kelly Tagg presented this item.

 

Mrs Tagg advised the purpose of the report is to provide an overview of key issues across the Southland District, as well as high level local issues from various Council units.

 

Councillor Baird and Mrs Tagg highlighted various issues of interest including:

 

§  Tourism Strategy and Visitor Levy

§  Ministry of Civil Defence and Emergency Management

§  BERL Stage 3 update

§  Community Futures Research and Analysis Work Programme

§  Representation Review and Community Governance Project

§  Venture Southland updates on Otautau Museum and Promotions Group funding applications

§  Update of Community Engineers restructure

§  Income and Expenditure update on budgets relating to Otautau.

That the Otautau Community Board:

a)            Receives the report titled “Council Report” dated 5 February 2019.

 

Updates

 

 

8.1

Chairperson's Report

 

Deputy Chairperson Gutsell reported on activities with which he has been involved since the Board’s last meeting.    This included the following:

§  update on meeting with the Roading Engineer regarding footpaths in the township

 

§  advice of next issue of News and Views newsletter will be 1 April 2019

 

§  mowing, spraying and gardening issues

 

§  update on Holt Park kitset shed project

Community Partnership Leader will investigate the contracts standards and report back to the Board.

 

§  Pedestrian crossing visibility issues

Member Cowie to lodge a Request for Service outlining the safety issues of both crossings situated along Otautau’s main street.

Councillor's Report

 

Councillor Baird reported on activities from the District Council table which included:

§  Dog Registrations

§  BERL report stage 3

§  Update on safety concerns of some of the bridges in Southland

Exclusion of the Public: Local Government Official Information and Meetings Act 1987

Moved Member Marshall, seconded Member Cowie  and resolved:

That the public be excluded from the following part(s) of the proceedings of this meeting.

 

C10.1 Nomination for Southland District Council Community Service Award – (Public Excluded Item)

 

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution are as follows:

Community Service Award

s7(2)(a) - The withholding of the information is necessary to protect the privacy of natural persons, including that of a deceased person.

That the public conduct of the whole or the relevant part of the proceedings of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists.

That the Community Partnership Leader and Committee Advisor be permitted to remain at this meeting, after the public has been excluded, because of their knowledge of the item C10.1 Nomination for Southland District Council Community Service Award. This knowledge, which will be of assistance in relation to the matters to be discussed, is relevant to those matters because of their knowledge on the issues discussed and meeting procedure.
