Resolution

Moved member Hellewell ,seconded member Taylor and resolved:

That the minutes of Mossburn Community Development Area Subcommittee held on 12 November 2018 be confirmed as a true and correct record of that meeting.

7.1

Unbudgeted expenditure request - Mossburn Community Facilities Inc, kitchen upgrade

Record No: R/19/3/4092

 

Community partnership leader – Kelly Tagg was in attendance for this item.

1               Mrs Tagg advised that the purpose of this report was for the Mossburn Community Development Area Subcommittee to approve a grant to Mossburn Community Facilities’ Inc to assist with its upcoming kitchen upgrade.

2          The CDA noted that the community centre has supplied quotes from a building and a joiner totalling $36,785 (excluding GST and appliances).

4          The CDA has funds available from the harvesting and replanting of trees at the Mossburn cemetery which are available to be used for the benefit of the Mossburn community centre.

 

 

 

Resolution

Moved member Hellewell seconded member Taylor and resolved:

That the Mossburn Community Development Area Subcommittee:

a)            Receives the report titled “Unbudgeted expenditure request - Mossburn Community Facilities Inc, kitchen upgrade” dated 4 March 2019.

 

b)           Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

 

c)            Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

 

d)           Recommends to Council that an unbudgeted expenditure request in the amount of up to $58,000 plus GST payable to Mossburn Community Facilities Inc be approved. 

 

e)            Recommends to Council that the unbudgeted expenditure be funded from the Mossburn cemetery business unit Forestry proceeds of $49,072 plus GST and the Mossburn general reserve for the balance on receipt of an invoice(s) from Mossburn Community Facilities Inc.

 

f)             The subcommittee noted that the future maintenance included in thinning and pruning the replanted trees will be at the expense of the Mossburn Community Facilities Inc.

 

 

 

 

 

 

 

 

7.2

Council Report

Record No: R/19/2/3677

 

Community partnership leader Kelly Tagg and Councillor Douglas presented the report.

 

Mrs Tagg advised the purpose of the report is to provide an overview of key issues across the Southland District, as well as high level local issues from various Council units.

 

Mrs Tagg and Councillor Douglas highlighted various issues of interest including:

 

·         Tourism Strategy and Visitor Levy

·         Ministry of Civil Defence and Emergency Management

·         Southland Regional Development Agency

·         Mossburn CDA Finances which included;

 

Income remains over budget year to date due to the funds from the felling of the trees at the Mossburn cemetery being received. 

 

Overall expenditure is tracking slightly over budget year to date with the biggest variance being in the Mossburn cemetery business unit which is due to the re-planting that took place following the felling of trees at the Mossburn cemetery.

 

Streetworks is also over budget which is due to the actual costs for rubbish collection in the township whilst the playground is over budget due to recent maintenance works being carried out.

Moved member Hellewell seconded member Taylor and resolved:

That the Mossburn Community Development Area Subcommittee:

a)            Receives the report titled “Council Report” dated 27 February 2019.

 

 

8.0         Updates

 

8.1         Chairperson’s Report

 

The Chairman, Jim Guyton, reported on matters with which he has been involved  since the subcommittee’s last meeting which included;

 

·           Lawn mowing issues in the township

·           Mossburn township signs are being repainted

·           Cost of tourists rubbish

 

Members discussed this issue and have requested that Mrs Tagg investigate if an application can be lodged with the Tourism Infrastructure Fund to help cover theses costs.

Members also requested that a report be sent to Council for assistance from National level for rubbish collections in small towns on the tourist route.

 

 8.2     Committee Reports

 

             Cemetery

The Chair, Mr Guyton read a complaint he has received via email concerning the Mossburn Cemetery.

 

Committee Advisor will lodge an RFS regarding this with a copy of complaint attached.

 

8.3      Councillor’s Report

 

             Councillor Douglas reported on matters from the District Council table. These included;

 

·         Aging bridges in the district

·         Building Team accreditation

·         Representation Review outcome

·         Mount Hamilton climb this Saturday
