5          Extraordinary/Urgent Items

To consider, and if thought fit, to pass a resolution to permit the committee to consider any further items which do not appear on the Agenda of this meeting and/or the meeting to be held with the public excluded.

Such resolution is required to be made pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, and the Chairperson must advise:

(i)    The reason why the item was not on the Agenda, and

(ii)        The reason why the discussion of this item cannot be delayed until a subsequent meeting.

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

“Where an item is not on the agenda for a meeting,-

(a)   That item may be discussed at that meeting if-

(i)         That item is a minor matter relating to the general business of the local authority; and

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

Financial Report for the period ended 30 June 2014

 

The Financial Report for the period ended 30 June 2014, was tabled.

Members noted that the total amount of funds available for distribution is $39,368.12.

 

Moved Member Wishart, seconded Member Evans and resolved that the Ohai-Nightcaps Doctors House and Surgery Committee receives the Financial report for the period ended 30 June 2014.

Waiau Health Trust - Application for funding

 

The Subcommittee considered an application for funding lodged by the Waiau Health Trust to meet the cost of a computer upgrade for the Trust’s Ohai Clinic.

Members were advised that in order to operate, the clinic at Ohai must be connected remotely to the Medtech server at Tuatapere, at all time.  The meeting was informed that for several years the Waiau Health Trust has experienced computer issues at its Ohai Clinic as a result of a poor broadband connection.  This has now been rectified but the Clinic is now experiencing problems with their current laptop computers which regularly drop their connections and freeze which causes disruptions when treating patients.

The meeting was provided with two quotes for the hardware component of the upgrade and advised that the preferred quote was from Focus Technology Group as  they are the Trust’s current computer engineers and that it was important to ensure any future software installations were in line with the Practice’s existing system.

The Subcommittee was advised that the amount of the preferred quote was $2,473.90 (excl. GST) and that the Trust was not in a position to contribute to the upgrade financially. 

 

 

Members noted that the Waiau Health Trust is currently facing the challenge of not having a permanent General Practitioner which means that the business is in a constant process of International GP recruitments which is a costly exercise. 

 

Moved Member Evans, seconded Member Wishart and resolved that the Ohai-Nightcaps and Districts Doctors House and Surgery Committee approve a grant of $2,473.90 (excl. GST) to the Waiau Health Trust to assist with the cost of a computer upgrade for the Ohai Clinic.

Purpose

This report provides a summary of transactions that have occurred in the Ohai-Nightcaps and Districts Doctors House and Surgery reserve for the year ended 30 June 2015.

As at 31 December 2015 the balance in this reserve was $38,413.20.  Interest is applied a the 30 June each year, on the average balance for the year.

Otautau St John Area Committee funding application

Purpose

1        The Otautau St John Area Committee is seeking $10,000 in funding to assist with the purchase of a new health shuttle vehicle.

Summary

2        The current Western Southland Health Shuttle is 15 years old and has travelled 150,000 km.

3        The Otautau St Johns Western Southland Health Shuttle has been in operation for five years.  During that time it has proved to be a much needed service in Ohai, Nightcaps, Otautau and Tuatapere.

4        In 2014, the shuttle transported a total of 156 people to Kew Hospital and other medical centres for a variety of health related appointments.  Of the 156 people transported, 36 were from Ohai, 22 from Nightcaps, 45 from Tuatapere and 53 from Otautau.

5        The service relies on donations from clientele, Ministry of Health travel reimbursements and various other donations; in 2014 there was a loss of close to $3,000.  This loss was covered by the St John Otautau Area Committee; as of July 2015 the committee is facing a 270% increase in Regional levies (currently $3,499 and increasing to $12,885).

6        The preferred quote of $45,351 (incl. GST) to replace the van is from Macaulay Motors (copy attached). 

7        To date, the Otautau St John Area Committee has secured grants totalling $35,000, the latest being a grant from the Southern Trust in the amount of $5,000.  Included in the total is a grant from the Ohai Railway Fund Subcommittee in the amount of $14,000 which was approved in October 2015. 

 

Recommendation

That the Ohai-Nightcaps and Districts Doctors House and Surgery Subcommittee:

a)         Receives the report titled “Otautau St John Area Committee funding application” dated 15 January 2016.

b)         Determines that this matter or decision be recognised as not significant in terms of Section 76 of the Local Government Act 2002.

c)         Determines that it has complied with the decision-making provisions of the Local Government Act 2002 to the extent necessary in relation to this decision; and in accordance with Section 79 of the Act determines that it does not require further information, further assessment of options or further analysis of costs and benefits or advantages and disadvantages prior to making a decision on this matter.

d)         Considers the application and directs accordingly.
